This is why you never allow a world govt to exist. A power without rivals to keep it in check will invariably seek out threats to eliminate. An organization that protects is fundamentally different from an organization that regulates. Castle walls keep an enemy out, prison walls keep the enemies in. This organization is prison walls.

The problem with this mindset is that trying to prune people before they become threats GUARANTEES they will become threats. Be it for justice or revenge when you play god with peoples lives you make enemies.

I think if it were intentional the author would have included something that says that or foreshadowed it in some way. The most likely explanation: he forgot he wrote that.
