I’m assuming that the refusal to accept responsibility is Suna pretending that Orochimaru was controlling the whole village. However…the Sound Four were beheaded by Fujin in the previous chapter, and they were there for the last meeting between Rasa & Orochimaru. So why didn’t Konoha read their memories and find out what exactly happened? That would have made all excuses on Suna’s side irrelevant.

Orochimaru was also in the Akatsuki for some time. Sasori used his body as a human puppet, but Edo Tensei works with just some DNA & a dead body as a vessel. So, the Third Kazekage can be a purely physical human puppet & also a reanimated puppet at the same time.
