Here Koenji and Tsukishiro's intervention can't exactly be called help or support. Moreover, as I said before, Tsukishiro can't really intervene in the later events due to minimal involvement from commanders. Things would be explained later.

You mean, why the director didn't help him in earlier events? If that's the case, then, it was clearly indicated in the novel, that the only time he could've intervened in the match was when the commander types their command to tell the answer or something to a player. In the basketball match, both the commanders didn't make a player substitution. And in the English test, even if the director had intervened by altering the answer Sakayanagi gave to help a student for a single question, it wouldn't have much effect, because, class A was way ahead of class C in overall points. Hence, the chess match, where a single blunder could have altered the conclusion of the match, was the perfect chance for him.

That will be explained later in the story.
