You have to remember that this is a alternate universe, The whole point of taking over the gyms is to assert team rocket Admins as leaders to house home bases. Also Talon could care less who joins team rocket or not his strength to him is the only strength that matters within team rocket itself. Not to mention he left it open-ended for misty to join whether she wanted to or not, Talon Has done so because he is hesitant due to the reason of her joining not being to benefit team rocket but to benefit her own greedy desires, desires of which he is not willing to reciprocate.
