I feel like if the situation is right. A Pokémon can evolve pretty quickly. Examples would be incredible talent and a personality that refuses to lose and good training. I feel like Ash's Charizard has these in spades.
I don't know why these people don't want Ashes. Pikachu, to evolve That Pikachu is already overpowered. Imagine if it evolves into a Raichu, and if he evolves him on alola, He'll be a thunder in psychic Raichu. Just imagine how overpowered that will be.

I agree, but I also don't agree. I agree that Leon shouldn't help too much. And they should gain their own skills. However, there are some exceptions. This girl is the healer. She's more important than the rest of them, and I'm pretty sure Leon would have learned the poison skill if he wanted it. So, giving it to the healer so she can protect herself. Seems like a good investment to me.
