The fact that Deidara had become a member of Akatsuki in the original story was sufficient proof that his ninja aptitude and potential were extraordinary. Even without pursuing the explosive art specifically, and even just working with clay as a medium, with the right environment and guidance Deidara could reach heights that ordinary ninja could rarely match.

The mist is not in a 3 fronts war, although they have internal strife they still are the biggest powerhouse in shipping in the ninja world, wich must bring some good money for them.
The Hidden Stone Village's economic situation was genuinely strained, and if he wanted to continue extracting value from them over the long term, some flexibility was necessary.
