Either fuse the abilities, or have him sacrifice certain abilities to upgrade others. For example, he could choose to delete his membrane and be able to upgrade another physical property. Or maybe delete a magic in exchange for an upgrade of overgrowth that gives him actual control over plants. If you’re fusing abilities, you could limit the fusing to only abilities compatible with each other. So, he wouldn’t be able to fuse his fire breath and poison fungus spores, but he could fuse different types of fire breath or even sonic scream since they both use air and mind.

He already rejects almost every property he gets, he doesn’t really need a limit.
