Basically, on paper, Orion is the strongest. However, he doesn't know for sure what tricks the others have up their sleeves. I'll explain this more later, but think of it like rock-paper-scissors. Edward has powerful hidden cards as the Vice Commander, but Alexander could likely take him down just because he's an Assassin fighting a Mage. In short: Orion has the highest level/potential, but that doesn't mean he can dominate the others in every situation right now.
