Arc is absurdly weak as a servant, she herself repetably states that, she is still strong in comparison to normal ones, sure, but still massively weaker. THEY ARE COMPLETELY DIFFERENT! Heroic Spirits are the TRUE body os the Mytholigical/legendary/ historical/whatever else figures in the actual Throne of Heroes, being absurdly powerfull, as they make up everything about the figure, legends, myths, history, etc, they even are stated to read what happens to a servant after it dies like a book. A servant is a mere part of an Heroic Spirit, a copy of a part to especific, a lot weaker, and containing a specific part of the figure, this is why a figure can manifest as multiple classes, to reflect their whole life
