They're charged for their destruction by the council, and have to work to pay much of those debts off
However, like many places in Ishgar and beyond, the guild master building was destroyed due to Fairy Tail's actions and was never rebuilt. Now, such gatherings take place within structures and buildings owned by the Magic Council, whether at the Ishgarian headquarters or smaller Fiore branches.
