First of all, the author's use of loli to describe Anko is unnecessary.(According to you) A loli typically refers to someone who appears petite like a child, but Anko is actually a child, it doesn't apply here since Anko is already a child.(But that doesn't matter I'm just saying) The picture helps me explain to you the two meanings of cute and includes sample sentences that help clarify how the character used the word.
