It's more of a sexist/just human nature thing. Think about it: a salvage group with 99% men and 1% women. It's going to cause some problems sooner or later. There is a reason why the military has traditionally always had all female divisions and male divisions separately (from housing to even integration of women in the workforce/military, It all separate for a reason. But nobody is going to try to change it. It's just a human thing that can't be avoided). I'm not saying it's a good or a bad thing. Officers are NCOs, and soldiers are just soldiers (privates and captains). Usually, NCO officers and soldiers are two separate entities, but Xiaoyun didn't make a separate branch for it. Instead, he just made it NCO to be directly above soldiers with the same promotion path. I just did a little research on Wiki regarding China's military structure and drew from it. Of course, in other countries, it's going to be different.
