imo any person can reach jonin when they reach 30+ years with sufficient resource. However someone like Hiruzen who would've been at least an elite Jonin when he became hokage would likely have been very powerful with the amount of resources and time he had if we talk about his strength in this timeline. Idk about the other f4 but hiruzen looked like he at least maintained his strength even after retiring since he can fight during the nine tails rampage
