man go through the recruitment chapters again and togi didn't exchange it. It's kind of law in jujutsu kaisen world that if someone has cursed energy they don't have superhuman capabilities and if some one has superhuman capabilities they can't have cursed energy. Geto broke this or bypassed this law by creating itadori yugi who has superhuman capabilities and can utilize cursed energy at the same time, so in the recruitment chapter I kind of made togi to break the chain of the world as this limiting is called heavenly restrictions so togi broke the restriction
