Elite jonin don't have any S-rang jutsu Take the example of kakashi and asuma both of them had elite jonin rank but no S-rank jutsu Kakashi strongest jonin of Konoha didn't had any S-rank jutsu He only got kamui after itachi put him In a ringer. S-rank jutsu means now you are S-rank Shinobi at kage level. So please don't give unnecessary S-rank jutsu to elite jonins.
