well i am re writing this cause my previous responce made no sence so essentialy guns were developed cause they could prierce plate in close ramge and did not require spending years to master bows with much higher draw weight than posible in reality and posibly trowing much heavier arrows could also serve the same purpose as for the skill requirment you could use crosbows essentialy would make it not an attractive field to spend resources developing since the advantages it has can be substituded by other weapons also guns espesialy early guns didnt have great rates of fires until much later which would make its development highly unlikely
