I'm not sure if my view is right, by from this statement I can understood that the government just ignore the lawsuit due to kaksuki potential as hero. Government is the one that plan this behind the scene to close kaksuki bad history. no! it rather to make it always clean. so he can be a hero. then aizawa just make judgment base on fake report. he don’t know the true story.
