It’s not like being a champion makes you the strongest trainer in the world. Not everybody wants to be responsible over a whole region/ country in this case. Plus water type is the most common and reoccurring type. It wouldn’t be a misunderstanding to make the strongest trainer a water type trainer.

A Pokemon doesn’t need to be a specific level to evolve. Not sure I explained it yet so I’ll hold off on the explenation.

Steel hill is a fake name. In the anime it was Metagross hill because of a Shiny Metagross dominating the area. But because this is a few years back I rename the place.

He can technically use any type of Pokemon he wanted. a Gym Leader apparently isn’t limited to a type. It’s the leader choice what Pokemon he uses, it’s just that all gym leader besides a select few are type specialists. So the MC could battle a gym challenger and use Arcanine. The only limit I think there is, is that they can’t use either ace or main team Pokemon?

Three stars is already high. Platinum to Diamond are either bred which would take years. Or just hit the genetics lottery. Most Pokemon that will be Diamond or Platinum won’t be natural and were increase through star pieces.
