The trade value will also give you a big amount of energy which you can use to buy resources or you can take the mercantile tradition tree to get 2 more trade policies which half your energy from trade and give a 4th of your trade value I unity or consumer goods to prop part of your economy if you want we could talk on discord more in depth about the game I'll send my name in a while.

How the hell do you get so much crime? Maybe try to increase the happiness of your pops if you're playing non gestalt Empires by taking egalitarian and get utopian living standard. Otherwise you could try to increase amenities and make your factions approve of you by changing your laws to their liking.
