Yes, power scaling between the two is sometimes vastly different, and as I said it leans more toward the cultivation side in regards to that. when I say the same it usually means social structure, progression lore, etc.Stuff like that.

If by alignment you mean morals and ethics then the one the seer has a rather broken one. He isn't inherently evil although he has certain tendencies. He isn't what you call a good person. At the same time neutral would not be the right term either. As for ethics, I would say lawful. Although he bends and twist's them to meet his needs he strictly adheres to them so long he can and when he does disregard them it's usually when he genuinely thinks he can get away with it. In the end, nothing is more valuable to the seer than his personal freedom. I would say more but that would be spoiling.
