As for your second question we will have a final test after 6 years - If the child can do 3 C rank ninjutsu/Genjutsu or 1 B rank ninjutsu/Genjutsu or if he specialises in certain weapon or excels in taijutsu, we can have them fight the instructor and let the instructor decide whether he / she is ready or not. If the kid is not good in ninjutsu, Genjutsu or taijutsu, But is good in sensory, barriers, fuinjutsu or medical ninjutsu, we can have them pass but they would not be authorised to go outside the village for mission and rather focus on their respective fields. If they manage to improve on other areas, they can go outside the village to perform missions after a test. This will reduce the casualty rate among the new shinobi.
