1. The OC that Ruby would fall in love with is the same age as her, so he's 2 years younger than Reinhard. 2. In manga term, or our term, the OC is the main villain of the first half of the story, who in the second half, after being defeated by Reinhard and received his Talk-No-Jutsu, become a better person, he then become both Reinhard Rival and Best Friend and become one of the major helper of the Protagonist and become the manga Deuteragonist. 3. He's the latter, similar to Saitama, those who are high in power know the OC is super strong, but many people would just assume that he's just some random guy. He's also the type that doesn't like to attract attention, and simply do thing in the shadow.
