isnt there a very easy solution to this? rather then having fights in 'real world' have primordial entities 'oversee' their fights by creating a boundless dimension structure where overlords fight, that place can be completely baren infinite space, hence you will completly remove powerscaling issue, there is nothing to destroy, hence you can make techniques like how old victor use to fight, create new moves and abilities. as for cosmic level destruction, just say things like destroying the very fabric of space and time, obliterating higher dimensions and axis, controlling entropy of the universe and producing big crunch and big bang level attacks. it feels like a non-issue if you think of it that way.
