I gave you a reasonable explanation for why I wrote it the way I did. You should also keep in mind that people don't develop certain skills as fast as others. I couldn't talk till I was like 6-7 and always had issues with learning how to talk properly. I still have issues with certain words even today. As for learning a new language it's incredibly hard for me, because my brain just doesn't work that way. But throw math problems in front of me up to algebra level and I can pretty much solve them in my head. Anyways if my explanation doesn't work for you, all I can say is you are free to not read the story. Or you can easily go write a story yourself.

At 12 to 18 months old: Many babies start using single words. They name familiar people and objects – such as ma-ma, da-da, ball and cat. By age 2: Child says two-word phrases, such as: "Dog sit." "Mommy go." By age 3: Child has words for almost everything and speaks three-word phrases.------- As far as time frame goes it seems to be pretty close to normal since both the MC and Luffy are a little over two ATM... Or did you think the MC would be speaking a brand new language completely fine and have no issues?
In cannon they met when they were 5ish.
Meh, I already have a good bit of the story plotted out. Plus there are no rules on how a FF should be written. If you want to read the story from when they finally set out to see, come back at like chapter 70 maybe.
