I disagree. Starks almost always married either their own bannermen, other first men houses or Stark/Karstark cousins. The idea of marrying outward to form sweeping political alliances seems to not have existed much before Rickard matches Brandon to Catelyn and Lyanna to Robert. It works for thousands of years.
