sorry I didn't see this before but Dumbles wasn't defeated or sth. He had battled on even ground with Voldemort just a year before that and this time he wanted to die so the curse wouldn't consume him. Of he'd really wanted to, he could've easily protected Harry wwithout letting him be abused

No. Lvl 30 in the new world is in fact very powerful but even humans can rival or beat it in rare cases. And obviously there are always monsters who aren‘t intelligent but still powerful enough to beat humans of a slightly lower level
