lol, a destroyer isn't called destroyer for having good defense, it's for having destructive capabilities
Xiao Mu could hardly believe the Destroyer could unleash such a powerful attack, instantly killing a Monarch level hobgoblin Shaman. He had thought the Destroyer was unimpressive aside from its magic immunity and had worried whether it could defeat the hobgoblin Shamans. Clearly, he had underestimated it.

if they peak at monarch level, how did they establish a kingdom?
Of course, this was relative to other Monarch level hobgoblins. The hobgoblins' life cap was Monarch level, and to advance further, they had to rely on technology.
