I think they mean that the resources discovered/seen don't match the description, so for example, if the description says the place is tier 2 in terms of resources and after exploring most of the place there's only tier 1 resources, there's likely some small amount of tier 3 resources hidden in some ruina somewhere or something similar to explain the discrepancy
