So, as far as I remember he's been doing this since the beginning, he passed a basic technique to Naruto, then Lee, Sasuke and etc... But he didn't pass on any strong technique just the basics, and the fact that he treats Tsunade differently... What happened in the heavenly tribulation is not reason enough?
