I think you forgot the ways they were used. For example most 'soldiers' were peasant levies and many knights would start the battles on horses which were very hard and expansive to outfit with plate armor, thus bows were lethal for more than at least 60%of forces in most battels. Next most infantry had shields were the axes come in. The best battels axes are not only extremely sharp but a lot lighter than wood cutting axes which made them fast weapons with the addet benefits of an armor spike to stab together with a sharp hook on the back side which is suppose to hook onto the shields giving the opportunity to either oneself or an ally to dispatch the opponent. At last but not least the warhammer. Nothing is better against plate armor than a Warhammer with most of them having spikes or 'corners' on em to hit with they dent and or break through armor very easily while not optimal in fighting levies due to there coth armor which is descent against bluntforce there is no denying it is the go to against heavy armor. And while ex a sword can be just as lethal in the right situation it also depends on how you use it like with the European methods of holding the sword as a 'war' hammer to bash you enemy's plate armor or helmet for added effect or the, mostly in those kind of situations used, halbschwert technic to ad mor pression and force to a stab in not plat armored areas like the neck or armpits. I most films and series we see swords easily cut apart plate without so much as a clip in the blade and as long as they don't explain it with something like "it's a macig sword" or "it's *insert fantasy energy* which makes it cut whatever you want", it's simply wrong.

Well, "low" meant, in this case, that Itachi had to use Amaterasu to burn through one of them, allowing him and Kisame to flee from the Uzumaki compound three years ago.
