If you're referring to the Master Plan Stormfront mentions, while that might have been why Vought was founded I doubt Stan Edgar or anyone on the board of investors is actually working toward that. I mean they're ready to do anything but always in the name of money. The only reason they would follow the master plan is if they thought it would reap the most profit
