A 100% Slow will make the AGI stat 0 but AGI stat determines how high your movement speed will be not the ability to move. The target can move though the movement speed will be slower than a turtle and the skill goes beyond 100% since the target can have resistance against the skill.

Luke yelled the skill name, "Beat Sync," as he struck the tuning forks together and lunged for the goblin wielding the mace. Both goblins turn to face him, and because of their considerable distance from one another, he is unable to just murder them like he killed the last goblin. The skill names will be mentioned since there will be numerous numbers of skills in the real world, there is only one skill used in the tutorial. If I don't mention the names then it will be confusing to understand which skill did mc or any other character used.
