Although the timing is still a bit off, at the end of the day, it all comes down to Baelon—he might well have outlived his sons, or he might have designated another heir from the perspective of the king and father. What you can be sure of is that, although Baelon held Viserys in high regard, there’s never any mention of him as a future ruler; otherwise, there would be no doubt about the claim that led to the Great Council. That’s something that can’t be ignored—it’s a canonical fact—and this scene is jarring precisely because there’s a shift in perspective regarding a future that doesn’t align with the conciliator’s perspective at that moment. The conversation should have flowed toward Baelon as the future king and father, not toward his descendants—precisely because there is another claim made by Baelon’s brother’s daughter, something the conciliator would hardly have overlooked in the grand scheme of things.
I say this because the line of succession wasn't as certain as it's made out to be—there was another claim. The conciliator had eyes only for his second son, Baelon, never for his descendants; that's why the debacle at the Great Council occurred. Everything depended on Baelon's existence. Before his death, that portrayal of Viserys is inaccurate as presented here.

I am fairly certain that Baelish arrived in King's Landing after the Greyjoy Rebellion in 86. He first worked in customs, and it was not until 89 that he joined the council as Master of Coin. He have only 21 years.

Unfortunately, millennium items are not omnipotent, Shin knows this and takes advantage of it. Characters like millennium ring user Yami Bakura are more trouble because his item has a passive detection ability.
