more than likely some things are stored within sealing scrolls, but sealing scrolls can only seal a certain amount. If they're delivering war supplies there's likely many sealing scrolls involved which you can't just fit on one person, hence a caravan. (You can't seal a scroll inside another scroll unfortunately)
