Plus, Minato is Kaito’s father, and Kaito has a clear explanation and plan to make Minato’s return believable. If Kaito revived every powerful shinobi, the story would lose meaning. At that point, why not just bring back Hagoromo himself? As for Rin, why? if Obito truly wanted to bring her back, he could have done so much earlier, within two or three years of her death. Instead of attacking Konoha, he could have taken Nagato’s Rinnegan and used it to resurrect her. Obito knew the Rinnegan had the power to revive people; that was essentially Madara’s plan. So why didn’t he do it? Because Obito never intended to revive Rin. What he wanted was to change the world that had taken her from him. His goal was to create a perfect dream world where he could live with her forever. That’s why he never attempted to resurrect her—his focus was on reshaping reality itself, not undoing her death.
