As for the device you mentioned, they were out of its range, so it wouldn’t have affected them. If the device is being brought up in relation to hypnosis, as I stated earlier, they are incapable of using it. They would need to be at a higher level or belong to a higher species of vampire, such as a true vampire or an ancient vampire, among others. In the Solstice Empire, there are approximately 20 different species of vampires.
Production takes place on an annual basis. Attempting to do it monthly would be excessively strenuous.

Furthermore, prisoners are subjected to experimentation, such as live skinning, to determine if their skin possesses any magical properties that could be utilized. In the initial arc, my focus is primarily on the military. However, in the subsequent arc, the emphasis will shift towards economics and the main character.
