From what I’ve counted there are 58 known users of the shadow clone, and out of those 58 I’ve counted 13-16 give or take since I might have miscounted who can use the shadow clone when they were Genin. That include Minato Namikaze when he was a genin. Itachi is an Uchiha yes but they’re not know to have large chakra pool, yet he used it when he was 5 even without the sharingan. neither is the inuzuka, and neither is the Sarutobi from Konohamaru has large chakra pool. And Kiba used the shadow clone to help fix Konoha after pain attack, not in any of the finisher move, what are u talking about? U confuse it for the transformation jutsu he use with his dog. Senka is an ordinary genin from kirigakure, and how about all those unamed genin in chunin exam in Boruto?

Chakra control is a way that low chakra level user can use shadow clone too. Shadow clone like I said work by dividing your chakra in half and using that half chakra to form a shadow. The shadow need a certain amount of chakra to actually become a shadow clone, but if u have exceptional chakra control, u don’t need as much chakra to make a shadow cause u use ur chakra more efficient in the way that u make a shadow clone

Hell in Boruto we have seen Boruto and countless nameless Genin spam shadow clones during and before their chunin exam albeit not at the level of Naruto with only one or two clones
