The British government built a lot of bunkers during WW2. They had plans of later transforming the bunkers in underground stations, but due to the bunkers being too thin, and ineffective with later developments in the cities, they had to abandon the plan. During the war, they also used some bunkers to shelter moving troops. Also, they did use some abandoned stations as bunkers as you've said. At least that's what I found in my research, though I may be completely wrong.
Still, he was annoyed that he had wasted so much time looking for shelter. It even reached a point where he looked for abandoned bunkers from World War II. The results were the same, of course. The government had already leased out most bomb shelters to archiving companies, and the few remaining were unsuitable for living. - 3raven1yrReplied to DeathSleepSoon

HP has a very open magic system, and it's kind vague on how it works. I did some research about it and the only explanation I got was that some wizards simply are better than others. As this is a fanfic, and not a replica, I plan to diverge from canon in a few areas. Magic is one of them.
