Having to convince all his Pureblood followers that the servants they have are more worthy of magic than they are. Also, in Canon, it seemed like Voldemort had no House Elves of his own. Most likely only had his slaves call their own Elves. Otherwise, he would have had a House Elf to take the backfired curse for him and then just kill Harry Potter by teleporting him into an active volcano.
