most shinobi do not wear armour. Only Chunin and above get even minimal flak vests. Shurikens are semi disposable and do not generally need to clash. While kunai are more often used on melee, they're also often just tossed. Using chakra metal on a kunai is a severe overinvestment So basically, you only need chakra metal for swords and maybe specially commissioned kunai. Shurikens are straight up disposable and armour isn't used unless you're a special person like the Senju brothers or Madara. And even they are wearing laminate armour as opposed to metal armour
