Arthur was only able to teach her because the core already existed, in tbate the core is scadered and as they age it forms together by itself Arthur just sped up the process of which. The people of danmachi don’t have cores so he can’t speed up a process that doesn’t exist. Teaching bell doesn’t makes sense either as bell will naturally gain his own magic on his own
