The arm is literally Shin Uchiha's, with the eyes coming along with Shin's creation, not stolen from Uchiha clan members-- Danzo is just playing it up here, making himself more intimidating than he actually is, by making it seem like he stole those eyes. The only eye he stole is the one on his actual eye socket. I sped up Shin's creation, since Orochimaru has defected for a while now, and dis some timeline changes due to Minato's survival.

Kinda has to be slow sadly, i need the story taken step by step. it would be unrealistic for him to become overpowered so quickly, especially since he isn't a genius of Itachi's level. He doesn't have a dojutsu, just Ice Release (for now). Of course his power will increase rapidly in the future to match up to his opponents, but ye, for now slow and steady wins the race.

yup, thats just a fact, but Kishimoto was horrible with the plot holes involving his age and everyone around him though. the reason itachi is a president for graduating so early is due to the 3rd shinobi world ending. Back then students graduated quite a lot faster to participate. This is a period of peace, so the requirements aren't as loose and have become more competent. (at least in my head canon)
