Doesn't mean he didn't make some insanely stupid decisions! for example he should have brought Mars completely to Heel or even better kill the most traditionalist members of it, that way the Mechanicus would have been more willing to pursue Knowledge and innovation without calling any new discovery Tech Heresy! But no due to the damn Treaty of Mars they are now so entrenched in the Imperium it would take a massive civil war to root out their influence, they goddamn keep 2/3 of their creations and inventions locked in vaults to be worshiped or used as their own forces than supply it to the Imperium to give them the edge they need

The problem is due to the death of most of the Gods and Old ones, The Chaos Gods reign supreme in the warp and due to their influence the normal neutral energy is now at default Corrupted and Chaotic even Psykers need extensive training and indoctrination to resist just the normal energy let's not mention what would happen if Daemons lurk nearby. Due to paranoia against Psykers and the Warp in general the Imperium didn't research the Warp and ways to purify the energy to make it safe for normal mortal humans to use
