One way I can understand the emperor's frustrations at the start of his life he tried to guide and nudge humanity to progress and logic while he kept himself in the background but time and time again he saw his efforts and mediation wasn't enough and then the age of strife happened and humanity was broken then only did the emperor decide to do the final solution he could think off, arise a galactic empire for humanity with him at it's head, Frank tried the same approach and now once again his mediation failed and he'll have to save his people by first bringing them to their knees

These wholesome scenes were extremely needed in that grimdark world
