I agree, if the fanfic had started with two points of view, the MC's and this random person's, it would make sense, but bringing this random person out of nowhere seems like a mistake to me. But keep up the good work, author, for now I'll trust and see where this goes.

True, if Midoriya weren't a weakling nobody would bully him. I'd rather not have a power than have one that makes my fingers longer or pokes my eyes out or any other useless power or one that makes me look ugly, unless in MHA having a power makes you stronger, which was never confirmed or talked about.

In MHA, the government complicates things for itself. All they have to do is create or modify a law that allows people who want to help to do so without any problems. The only thing is that any damage caused should be repaired. This would force people to act as carefully as possible to avoid a lawsuit. Obviously, it’s not that easy to make that kind of law, but if they manage to implement it, they’d save a lot of responsibility since all they’d have to do is tell citizens that the law exists so they can decide whether to help or wait for professionals.
