Lighting was introduced that worked off of magic. Each home had to have one person who was capable of using magic. If there were people who didn't have that, there would be procedures that Odin was in the process of creating. He had the dwarfs of Nidavellir create medical cubes which could take in one person at a time. On these cubes, Odin added runes and what these runes did was, take energy from the air and condense it.
