I get where you are coming from, but have you considered that this is close to two decades before Canon begins, meaning that peace was less accessible than when the anime/manga began? Also, I adopted some Real word concepts like 200 of any currency was worth much more in the 80s or 90s as opposed to now

True, but there's a lot of unjustified actions by Hiruzen when it comes to Danzo. If Truck-kun gives me the through pass to Naruto world, I'd be afraid of Danzo and Hiruzen
