There’s a weight in its system that rotates the movements as it goes down. Once the weight reaches its lowest point, steam powered process rewinds it back to the highest point(peak) while the clock moves with stored energy.

Not exactly. Eulene is an Outsider—Not originating in Avarynth. As she has supernatural powers, it would be dangerous to keep her in the country. A marriage would ‘tie’ her to the country, making it so that she wont turn against it. Moreover, she can also be called upon when the country is in danger.
