That sealed version of her already possesses Yog-Sothoth (which was created when Rimuru's Raphael merged her unique skills Infinity Prison, Absolute End, and Usurper across the timelines). Because the "System" recognizes Chloe as the active master of Yog-Sothoth, the skill is completely occupied and locked. No other character can naturally wake up and receive the Voice of the World's blessing for it.
