Who is this MC? How has this guy never heard of Harry Potter? Never seen it? Sure that’s cool, but never heard of it? I find that doubtful, unless he lived under a rock, or a country with no access to internet. He is reincarnated correct? Does he come from a different earth with none of our media?

They're both Uchiha, there's no need for Fugaku to use the Yuta's first and last name. Probably just Yuta-san would work best. The same goes for any other characters who know each other well, There is no need for them to use first and last names with each other since they're familiar. I see this a lot in FFs: probably to distinguish characters more accurately, but it takes me out of the story to see people using each other's full name in every interaction. I mean just think about it, it'd be really odd if you just started talking to all of your friends using their full legal name's whenever you were speaking to them. "Yo, what up James Joseph Williams?" "Bro. Why'd you just use my full legal name like that?" "Huh? What do you mean?" "I mean, why'd you just say my whole name like you're reading my birth certificate?" When It's used in a rhetorical, joking way this dialogue works between really close friends, but when you have characters in the same family, or friends constantly speaking to each other this way it just feels weird/off. Almost like they're keeping up walls against each other.

Why is he using his son's full name?

Just have his quirks combine if the fit into the same category (Emitter, Transformation, or Mutant). I see no reason to nerf him as a character to make things seem more, what, simple? Once he evolves two quirks to a certain level just let him combine them, thus "evolution".

Exactly. Even quirks that may appear as multiple, such as Shoto's, just have dual attributes.

I'd equate it to firearms. You aren't allowed to just go around shooting your gun in public, but if someone is threatening your life you can shoot. It'd be pretty silly if you couldn't use your quirk, at all, under any circumstances even if it meant you dying as a result. That's just my head-cannon though.
