Yep only the Trainer is allowed to switch pokemon. Gym leaders can only switch if they have moves like U-turn, Volt switch etc.
Gary was very troubled because the management of the gym was not standardized yet. Many gym leaders did not follow the regulations. After a while, the Trainer Association would strictly manage these gyms.

I'm sorry.
